- The chain of communication is simple.

- Coach, Division Director, Commissioner, Board, Arbitration Panel
OR
- Umpire, Director of Umpires, Board, Arbitration Panel.
- Parent’s questions should be directed to a Coach.
- Coach’s questions should be directed to that coach’s Division Director and/or Umpire.
- Any unsatisfied parental concern may be brought to the attention of the umpire after the game and / or the Division Director.
- The Division Director can be reached by email or by phone (both of which are located on the Team sheet which is distributed at the draft). If you have lost that information or want to contact someone else in the organization, go the website and select the About Us/Contact Us link. The entire list of the organization’s contacts is posted on that web page.
- If the Division Director does not satisfy your concern, feel free to contact the Commissioner of Baseball or Softball.
- If the umpire does not satisfy your concern, feel free to contact the Director of Umpires.
- Should your appeal to the Commissioner of Baseball or Softball or Director of Umpires not satisfy your concern you may appeal to the Board of Directors of OYRLL by contacting the Secretary in writing. Your concern will either be put on the agenda for the next stated or special board meeting and you will be invited to attend or a special arbitration panel will be convened to investigate and rule.
- All written appeals to the Board will result in the invitation of all parties involved to be present and have a chance to be heard by the board.
- The Standards of Conduct extends to the Board meetings and all members of OYRLL be aware of this when addressing the Board. Should you become over zealous in your representation of your case to the board and lapse into inappropriate behavior you will be warned of any infractions of your conduct. Should you continue to behave with inappropriate behavior and receive three warnings you will be automatically receive suspension.
- The Board of Directors or Executive Board (President, Vice President, Treasurer, Secretary and Corresponding Secretary) can decide that an arbitration panel will be convened to investigate and rule on infractions of rules and/or conduct. All rulings of the arbitration panel will be final. At least one executive board member must be on this arbitration panel. No member of the arbitration panel may have been a party to the incident under investigation. There shall be no less than 3 members of the arbitration panel.
- The arbitration panel will meet with each party of the concern and solicit each point of view. Rulings by the arbitration panel will be made known to the parties and communicated to the board of directors.
- Required Communication to the Division Director within two days of the incident:

- Incidents on the field that violate our Standards of Conduct or any other applicable rule, including reports relating to roster and overage issues;
- Forfeits – whether your team caused the forfeit or was the recipient of one;
- Incidents involving fans or parents whose behavior warrants action or received a warning from the umpire;
- The ejection of any player, coach, parent, or fan; and
- Injuries of a serious nature, particularly if it caused the player to miss the balance of the game.
